Biography
Steven E. Gordon, JD, is a nationally recognized ADA expert and former Civil Rights Enforcement
Coordinator for the U.S. Attorney's Office in the Eastern District of Virginia. With 32+ years in federal
service, Mr. Gordon has led ADA enforcement efforts and provided training to those with rights and
responsibilities under the ADA. While with the U.S. Attorney’s Office, Mr. Gordon issued a Dear
Colleague Letter reminding state and local government agencies of their legal responsibility to have an
ADA Coordinator and assisted with the creation of an ADA Coordinators Peer Group in Virginia. Mr.
Gordon has made numerous presentations on the ADA in corrections and law enforcement to many
leading conferences and organizations, including the International Association of Chiefs of Police
(“IACP”), the National ADA Symposium, The Arc of the United States, the Virginia Department of
Corrections, the Virginia Sheriffs’ Association, and the Virginia Opioid Abatement Administration. Since
his retirement from federal service, Mr. Gordon has worked as an ADA consultant, and his projects have
included being part of the IACP’s National Consortium on Effective Police Interactions with People with
Intellectual or Developmental Disabilities (“I/DD”). The IACP Consortium is developing
recommendations to transform policing practice through effective strategies for interviewing and
interrogating individuals with I/DD. Mr. Gordon’s efforts have been recognized through awards from
the Arc of Loudoun, Here2Hear, and the Alexandria Commission on Persons with Disabilities.
